This program is a key component of Canada's new francophone immigration strategy, which seeks to bolster the francophone population outside of Quebec, a demographic that has seen a significant decline since 1971. The proportion of francophones outside Quebec has dropped from 6.1% to just 3.5% of the Canadian population today.
